I am a RENTER . I have steam heat 2nd floor . The multi family house is not insulated to start . All the pipes in the basement are not insulated ( Used to be insulated with Asbestos insulation ). My gas bills are $ 400 + . I am heating the basement and part of the 1st floor . I live on the 2nd floor . Now keep in mind this is not house . I want to insulate with r-13 cut in strips then duct tape joints . I don't care if it lasts till spring . My question is will this work ? Or is there a better and most importantly cheaper way to do it ?

You would be better off going through the place and sealing up all of the obviously leaky areas with either expanding insulation in a can,caulk,silicone,those window films you stretch with a hair dryer or whatever is required per application.You will get way more savings for your money this way.Also,close your storm windows if you have them.They really help in keeping the wind from penetrating the building.
